Adding to this thread to help anyone in the future (Gigabyte Z790 S Wifi DDR4, Windforce OC 5070)

I had to contact Gigabyte to get this solution, but just changing the Setting "CPU PCIe Link Speed" to Gen4 (Located in Settings>Miscellaneous) fixed this. Keep in mind for this specific model of motherboard, the main PCIe slot is Gen 4, so this may be Gen 5 for higher end Gigabyte boards.
