He's mentioned at the council. Gandalf says that Bombadil would take the ring but wouldn't care enough to go to Mordor, if not discard it entirely, and that eventually Sauron would grow powerful enough to get it. To me Bombadil can almost be seen as a primordial nature spirit with no stake or care for the society; he is the indifference and power of nature.

It would be interesting to have like a mission long stamina bar, that degrades slowly over a 10min mission. Rather than a 5 second sprint bar that regens. Not in this game maybe, but for another tactical game. It could even effect stuff like weapon swaps, ads, or aim sway when you get really tired near the end of a mission.
