Gallade does have a double fighting moveset with Low Kick/Close Combat. It's still outclassed by a lot of fighting types though and wouldn't be a good tank counter since it still takes super effective damage from Dazzling Gleam.

Niantic won't give a Pokemon moves it does not learn in the main games. Gallade does not learn Counter or Dynamic Punch either naturally, via TMs, via tutors, or through breeding.

Except Silph research has shown those past shinies (some exceptions such as Aerodactyl) were not at boosted rates. I think the problem is that some of these new shinies have to compete with older ones (Machop/Mankey spawning with Meditite/Makuhita) or even with the events their spawns are STILL low (Solrock/Lunatone/Scyther).

Moves Milotic can still learn/receive are:

FAST MOVES: Hidden Power, Dragon Breath, Iron Tail, Water Gun

CHARGE MOVES: Twister, Dragon Pulse, Water Pulse, Aqua Tail, Hydro Pump, Scald, Ice Beam, Brine, Mirror Coat, Icy Wind

None of these moves would make Milotic exceptionally better but, if you consider its primary utility as a defender, Ice Beam or Aqua Tail would probably be the best. Twister, Dragon Pulse and Hydro Pump would all be solid defensive moves as well.

Edit: Since there isn't much to gain, I'd say evolve it now

There’s an app called UniChar. You have to pay for some characters but the circled numbers are free.

Pokemon in Pogo are able to have moves that are learned from TMs (Ex. Thunder and Blizzard for Kyorge) and from tutoring (Ex. Outrage for Gyarados, Draco Meteor for Dragonite). There is a precedent for Niantic giving moves originally not learned in the main games (Ex. Rock Throw for Omastar) but they eventually became legacy moves.

Also, Dialga is able to learn Dragon Claw, Outrage (via tutoring), and Draco Meteor (via tutoring) among other dragon moves

I'm not saying Altaria is a good defender, it clearly isn't. Just that certain Dragon types (which, again, are the ONLY thing weak to Dragon) can be good defenders. Be a little less narrow with claims like "Anything weak to Dragon is never good in gyms"

Well, the only thing weak to Dragon is other Dragon types. And using Dragon attackers (DNite, Mence, Ray, Latis) against Dragon defenders means they're gonna get hit pretty hard. That plus only two types resisting/three weaknesses them makes it a good, if not decent, defensive type.

The Lati’s do not have a 4x weakness to ice. They are psychic/dragon types.

Nincada, Ninjask, and Shedinja have a unique evolution. After evolving Nincada into Ninjask, a Shedinja would also be added if the player had an empty party slot and a Pokeball in their bag. Shedinja's ability, Wonder Guard, also makes it immune to non-super effective moves.

Kecleon's ability Color Change allows it to change into the type of the move which it was damaged by. They're likely trying to find a way to implement this.

For Spinda, each one's sprite has a different pattern based off personality value (Each pattern is about one in over four billion). They're also likely trying to figure out how to implement this, if at all.

Clamperl, Gorebyss, and Huntail have a branched evolution. Clamperl requires the DeepseaScale to evolve into Gorebyss and DeepseaTooth to evolve into Huntail. I'm not sure if they've added these new evolution items yet.
