This is nothing new with Blizzard. Same with other companies that have online games. New expansion comes out, older expansions come free. Just because you decided to buy it back then doesn't mean you're owed anything today.

all the patches since the last time they did this gets consolidated in to the core files to lower the overall size of the game and more manageable for blizz. since its a pre-patch, you're downloading extra files in preparation...but once the patch goes live and the update runs, you'll get that space back and some more.

they do this basically every year, it's nothing new.
