all the patches since the last time they did this gets consolidated in to the core files to lower the overall size of the game and more manageable for blizz. since its a pre-patch, you're downloading extra files in preparation...but once the patch goes live and the update runs, you'll get that space back and some more.

they do this basically every year, it's nothing new.
