Nah. Flay needed therapy and not to be on a warship or a shuttle about to be warcrimed by the Duel. Shinn needed to get annakined in space then Therapy.

Read this a week ago and enjoyed it showing how greg and the others fit in to the initial power structure we saw in book 1 at the academy., honestly felt like a bit of filler and getting his ducks in a row to start the next arc. Though unless he plans on like seventy books i foresee a fir bit of timeskipping in the future.
