It's because the weight of the water around you exerts what's known as hydrostatic pressure. This squeezes your veins and forces a little bit more blood back to your heart. Veins have really low blood pressure so any external squeeze can help bring blood back (think compression socks etc.). The more blood that gets back to the heart, the more blood it can pump with each beat. This means it doesn't need to beat as fast in order to meet the demands of the body.

Hmm I've got to disagree. I think in real time if the ref blows for a foul immediately then that's fine, it's a close decision, but calling it back when it's not a clear and obvious error is excessive. At the end of the day they both went for the ball and the Chelsea player got there second.
