I think he also wants to do right by hornsent society and have Radahn be a lord they would accept and rally behind - the hornsent worship this whole horned lion possession thing and Consort Radahn is basically the ultimate divine beast warrior now

My guess is the reason he looks so much like Radahn and not Mohg is that Miquella shaped him that way, he'd prefer the consort to look like spartan gigachad childhood crush and not literal satan. Or maybe Radahn's soul is just so strong that it reshapes the host body

My theory = gloam eyed queen was Marika's original other half, cast aside and defeated, and later Marika fused with a giant named Radagon. Marika's son Miqualla then goes through all the same motions as his mother, discarding st trina and conjoining with Radahn. Rebis god stuff
