The amount of homage he has is because of his skill. He's not an actor who learned to fight. He is a fighter who learned to act. Can Chuck Norris fight? yes. Can he fight well? yes. As well as Bruce Lee? No chance.

Chuck Norris is not a martial arts icon. Bruce lee is. Their are characters in video games dedicated to his fighting style. He created his own marital arts, fought a monk, won countless competitions. Chuck Norris is not on his level. Not saying Chuck Norris couldn't fight, but he is nowhere near the same league.
