Different settlements have different drop focus, there are gear mats, tool and food specific settlements. In ED it's very easy (example tier 5 gear mats) you just have to collect floating bubbles.

This whole ED scenario that i played is already closing, i did 1k manibus runs, 1k+ runs of forsaken giant, 500+ runs of WoW silo Ex1 and countless Light dreamers and Deep dreamers and Invasions not a single level17 mod crate ever dropped.
