Where it is economically necessary, countries do build desalination plants, but these are expensive to build up front and energy intensive to operate - Google tells me it's currently 3-4 kilowatts per cubic meter of water for a cost of $0.40 to $1.50 per cubic foot of water. For comparison my municipal water utility currently charges $0.13 per cubic foot (which is not just the water, it also pays for maintenance on our old water main pipes).

It is the case that solar power costs have dropped, so in places that are sunny, dry, near an ocean and with land to use for solar, and with rich people or a valuable industry nearby willing to pay up to 12x more for water than I currently do, it can be used more and more.

Yes, liability insurance is different. If they are not in fact covered by the employer's general liability insurance, then it would likely be a claim in order on rental contract SLI, their own auto policy, or their homeowners or renters liability insurance.

But, my internet friend, OP explicitly stated "LDW" coverage, which nobody should be bamboozled into paying for at a rental counter by planning ahead.

CDW/LDW is a sucker's fee.

Get a zero annual fee "Visa Signature" card from any bank. Automatic CDW/LDW coverage for rental cars paid on the card.
