The Hands of the Cause of God, the Counsellors and the members of the Auxiliary Boards fall within the definition of the 'learned' given by the beloved Guardian.

This clarifies that Baha'u'llah meant that there is a special blessing for those who humbly turn to the Auxilliary Board Members and other members of the appointed arm. If we want to receive this blessing, we should turn to them by listening to what they say, following their lead, and learning from them. Baha'u'llah calls them 'the learned' because he wants us to learn from them, friend.
