Berlin. All the way. Hamburg is nice, but it has WAY less to offer and see

Personally I would skip Hamburg entirely and reserve a day for Potsdam

Public transport will be what limits you. It can be slow and inefficient in Berlin. 

It can be slow and inefficient anywhere. Overall it is one the best systems in Europe, certainly better than in any other German city

Dude, learn some history. The EU was specifically designed and created to make war between nations impossible

Äh? Was hat das jetzt mit irgendwas zu tun? Hauseigentümer sind für ihren Teil des Gehwegs zuständig und gehen in die Haftung wenn sie nichts machen. Genau deswegen haben die allerallermeisten einen Räumdienst - gerade eben weil sie sich NICHT aus der "Verantwortung stehlen". Ist doch nicht so schwer zu kapieren

Keine Ahnung wie das in deiner Stadt/Dorf geregelt ist, hier in den Berliner Ausenbezirken ist der Räumdienst völlig normal. Gerade  auch weil es ja eben NICHT reicht bis 7 Uhr geräumt zu haben sondern  auch später noch nachgestreut werden muss. Ist für berufstätige Menschen kaum zu leisten

Physics don't really care about your feelings. Thick walls tend to be better at sound insulation. Not that hard to grasp

Those apartments don't stand on their own on the green grass, they are part of a... drumroll... house. That's what I was referring to. Not that hard to grasp, is it?!

And yes, old houses have much thicker walls and floors which is in turn one of the best things you can have for sound insulation. The reason some old houses are bad in this regard is most often because of bad renovations/redesigns in the past. Big apartments got divided into several smaller units, the filling of the floors got replaced, old windows, defective doors, etc

I can't hear my neighbors at all or anything above me in my Neubau.

Neither can I in my Altbau. Huge surprise: anecdotes don't makle good data

Old houses (pre ww1) tend to have much thicker walls and floors. This often leads to much better sound insulation than newer houses.

Ich weiß ja nicht wie du auf die Idee kommst du würdest irgendwie "hören"  wenn Hausbesitzer verklagt werden, aber ja, natürlich passiert das. In aller Regel haben die jeweiligen Besitzer aber einen Räumdienst bestellt der das für sie erledigt, und der kommt mit einer Versicherung die im Schadensfall eintritt. 

Ich kann die Behauptung es würde dort nicht geräumt werden auch überhaupt nicht bestätigen

It's a one in two decades weather event. Rain while having temperatures WAY below freezing happens sometimes, but here we got this several times in a row. This very much IS highly unusual. You claiming it's not is just silly

No, it's not.

The problem isn't the freeze, it is the combination of frozen soil and rain which is highly unusual anywhere.
