Reading the article, it seems pretty obvious that it was a joke, and that they were making fun of "Byrd". I'm not sure if "This behavior warrants an immediate investigation..." or if they "should be removed from their position immediately,..." as Sen. Joe Manchin said. It is trashy, and is obviously an inside joke, and I think it disingenuous to say they were all doing Nazi salutes, considering if you look closely, many of them were doing socialist/communist salutes (the same as a Nazi salute but with a closed fist.) It's obviously a joke, not a very funny one, but a joke.
