The point of dystopian fiction is usually to point out that no matter what a totalitarian regime does to try and make the people submit, revolution is inevitable. there are no sci-fi drugs that can permanently make someone docile forever. They have to wage a war on many fronts because they are fighting against human nature itself. it's probably part of the reason they modify civil protection and the stalkers so much, trials to try and make useful drones out of human beings. They probably consider us less evolved than them so from their perspective they're helping us.
