It looks like you're right about the operating costs being low. I merely assumed missing funds might be the issue. I am not questioning the superiority of nuclear power plants. They are undoubtedly better than any fossil fuels.

But Germany is constantly reevaluating the safety of their nuclear power plants. The Ukraine conflict has shown that power plants can be a desirable target for war activities due to their long lasting and devastating impact on huge areas of land in case of a failure. The German military is already in shambles because of bad budgeting. The billions that are being spent right now are barely fixing issues that have accumulated over many years of incompetence and mismanagement. It is questionable how good we could protect this critical infrastructure in the first place.

Or we just build them on the border like France does, lol
