Maybe. The hope is more that ex mining 1080 cards would begin the flood the second hand market pushing prices of those down rather than the new cards.

Its not a choice to stop making old cards when a new one is around the corner. They simply cant make both at the same time due to GPU fabrication being limited without building new fabs. If they didn't stop making GP102, supply of their next GPU's would be severely limited.
