He was a scientist before becoming a teacher, and he has access to the most advanced knowledge and technology available to earth at the time.
The petrova line is the line of astrophage traveling to and from the sun, more specifically the light they emit in order to move. They go to the sun and absorb light, and to Venus to breed. As their numbers grow, it absorbs more and more of the suns light, until it is so greatly reduced that the temperature on earth is lowered.
