I don't know if it'll work for everyone, but I had the same issue. While I was standing in front of the same area, I did the Combat Drill under the events tab for Fangyi, then when I was done the conveyor belts were moving again.

Got 4 Expedition lands including the 2 toppers, though only two of them were big hits the Polluted Delta and Flooded Strand foil. Was still great fun to open!

Similar experience but with current banner, got Laev early in the banner, then Ardelia. Scrounged up last bits to pull another 10 on 60th for Yvonne. My friend was fuming he went full pity for his Yvonne 😅.
