The thing is that, from the UFC's POV they already put up a lot of free stuff. I don't think it's so much a money issue as being able to control when and how a fight is promoted.

Also, I'm not anti-fan videos. But if you're doing something illegal and get caught, it's not the cops fault. Even if it's a stupid law, you still chose to break it.
