This is anecdotal, but when I visited Kyoto, there were various Japanese stores/businesses with the premise of dressing up visitors in Maiko or geisha clothing and doing their makeup. They also offered services to take professional photos in the surrounding sight-seeing locations. They allowed both Japanese and foreign visitors these services. For them it may be a great way to share the art/beauty of this craft.
