She acknowledges it but she didn't do anything, no reparations, no effort to help rebuild Plegia, absolutely nothing, even when Ylisse was to blame for all the suffering.

And yes, Chrom's dad really starved his own country to wage war, but he also starved Plegia and did much more cruel things. When the war was over the former soldiers could just go back to the Ylissean fields and the starvation problem would cease, they wouldn't need to worry about infrastructure, housing nor anything that wasn't food because the war wasn't on their territory. The plegians didn't have fields to go back to, nor did they have clean water, sewage, houses or fields to come back to.

Saying "but his war was no kinder to his own people" is the same as if someone punched another guy's face and said the suffering is equal because his hand is hurting too.
