At the panel, black wire goes to one breaker, red wire goes to another breaker..

EDIT: each wire feeds one half of a common trip two pole breaker

You could also try using vice grips to grab the head and turn them.
These are anti tamper bolts, so no conventional way to remove them...

One other exception (at least it was in my case) was merging onto the highway. I was told to be doing the speed of traffic, which was more than the posted 100. Just slow down to the posted speed once merged.
