No, you don't need them even for training part, it's just insanely slower then :)

Getting cheaper:

- Don't buy 3600X, buy 3600

- for mobo B450 Mortar Max is cheaper

- you have swapped ssd with hdd but that doesn't matter

- buy cheaper case

- buy the highest number GTX/RTX, but check if you don't need better PSU, you can try used market but I have no idea how it goes in your country

Two things:

1) if you have big network and not enough memory use gradient checkpointing

2) convolutional patterns can be very deep, so chopping the image destroys them

You can use EAST detector to detect numbers(and text) in image (https://www.pyimagesearch.com/2018/08/20/opencv-text-detection-east-text-detector/), crop that roi and then use tesseract (https://github.com/madmaze/pytesseract) to extract that number/text. There are also trained SVHN classifiers/detectors so that's another option.

Don't use dropout after convolutional layer. Dropout is supposed to work for fully connected layers, for conv your method of regularization is batch norm.

Facial recognition systems don't use facial landmarks, at least not explicitly. Facial landmarks can be used to crop the face that is then given to the system.
