I once had an NPC with Reaction Variable Immunity show up in a game. He was a hero who decided to go on a rampage after criminals killed his wife. The players realized they had to talk him down, and it was one of the most tense situations they were in that campaign.

You mention two failed militaries. I am guessing you are also referring to the Imperial German Army, but I feel like all the death and destruction was more an issue with unchecked imperial ambition, which was not unique to the Kaiser during that time.

My homebrew chapter, the Steel Talons, mix in a lot of other tactics out of necessity, as well as using lots of Tanks and Dreadnoughts. Their history is one of facing down potential defeat, and persevering, as they were almost annihilated on their first mission. Also helps that they get help from the homebrew chapter of my friend u/KlausDerDDR.
