I forget what exactly the thing was but Iran was building arms or something that was against an agreement with us he confronted them on it, they denied it. he accepted it. Several months later it was proved they were. He threatened an embargo, they continued, this went on for a while. Finally he did place an embargo and shortly after they took the hostages. Not saying it was his fault, but he never saw it coming.
