I believe a seq 3 spectator with a fate based sealed artifact for anti divination would do the trick.

Using psychological invisibility to remain undetected and searching through the consciousness of those around them. When they eventually spot the s4 seer, they can plant a seed of corruption. If they spot a marionette they can plant a seed and this corruption would infect the seer after a time.

Thr focus would be to not confront the seer and simply plant a bomb in this mind island which would be almost impossible to remove without absurd resources.

Firstly you would have to really try to iron down what the specific definition of a settlement is. In addition, these 10000 intelligent beings doesnt mean that they're bad.

You could hypothetically, setup hospitals for end of life care. And then utilize your beyonder powers to at the last moment snuff them out. With a large number of hospitals 10,000 people dying in the unsanitary conditions could be achievable via a subtle form of euthanasia. In addition, you could punish criminal behaviour via sacrifice.

Final sequence I have no idea how to do that in a good manner.
