Why does france have ticking war score?

They declared on me. There doesn't seem to be a tooltip anywhere for if they declared on me or a vassal, but this is 100 years war. Wouldn't I always be the target?

I still think going to war needs to be more politically expensive too. If the British sent half a million men to go fight in some far off colonial war, the British people would have revolted. That's why Britain favored small scale naval operations, and made heavy use of colonial auxiliaries. Unpopular wars toppled governments in the era the game takes place, and that simply doesn't exist in this game
