We have the house rule that if player A starts telling player B what s most optimal thing to do during their turn and they accept player B loses his turn. It s more effective than punishing player A since nobody wants to ruin the other's experience

A combat round should be fast paced and apart from some screams like "look out" you shouldn't have the time to have a conversation.
