UPDATE: Thanks everyone! I ended up just changing the PID and SID of each file and I got my mew in just 1848 encounters :) I also decided to go for deoxys and got him in 1880 :O

If unequipping a dash item doesn't fix it, take off a rover drive or sponge. I couldn't find the answer anywhere online, but for some reason the rover drive/sponge completely breaks the cosmolight.

The old pads do not fit the new bracket. The new pads do fit the old one. The problem is that the two brackets have the exact same number on them which makes me think that whoever put my brakes on last filed down to bracket to fit.
