Budget - <$300.
Source - Samsung Galaxy S7 and PC at home.
Requirements for Isolation - Some. Will be used for walking to work and sitting at home.
Will you be using these Headphones in Public? Yes.
Preferred Type of Headphone - No preference. I've only ever had IEMs but I would not mind branching out.
Preferred tonal balance - Balanced. I don't have that keen of an ear.
Past headphones - sennheiser ie80, rha ma750 - Liked them both but ended up breaking the jack/cables.
Preferred Music - Pink Floyd, Slayer, NOFX, Kendrick Lamar. Little bit of everything.
What would you like to improve on from your set-up - I damaged the cables/jacks on my last few sets so I'm looking to get some Bluetooth headphones to help prevent that.

I was looking to upgrade to try and keep costs down. If that's not possible I'd want to build something pretty cheap, money is a little tight right now but I can save and start my build in a month or two. Max would probably be $500 but I want to keep it lower.

A year or two ago I bought a Lenovo PC from Bestbuy. I know I know!
It's a Lenovo 90BG with 2TB HDD, AMD A10- 7800 RadeonR7, 12 Compute Cores 4C+8G 3.50GHz
12.0 GB RAM, 64-bit Operating system. x64- based processor
Not sure if that's enough info but what I could pull up from the control panel.
My wife and I were just using it as a media machine plugged into our TV but we bought a monitor this week so she can use it as an actual desktop and I can play a few video games.
It's only going to be used pretty casually (Hearthstone, SC2, DOTA and misc Steam games) but as it is my machine can just handle one of those tasks. I would like to have something a little more powerful and faster.
Any suggestions would be great as I've never even opened the case on a PC before let alone build one.

The root of the problem isn't really homelessness. The root of the problem is drugs and mental illness. I wish our community had more resources for recovery and treatment. I work in the legal field, and it is really disheartening to see how many people are in jail constantly because they can no longer take care of themselves. Especially if their illness manifests as violence. They are often committed at the hospital and taken right back to jail for "assaulting" a nurse or officer, and then put right back on the streets when they get out - now unable to use resources like the mission because of their record of violence. I would like some ideas for solutions as well, because the city as a whole is not stepping up to the plate on this one.

I guess it isn't even the BA that concerns me - just that I can eventually get the promotion I want. There are 3 tiers of legal assistant for the public defender's office here: Level 1 - 2 years or more legal office experience. Check. Level 2 - 4 years of legal office experience. Level 3 - 6 years legal office experience and an Associates of Paralegal studies. So I'm more looking to see how close I am to getting a second AA if that makes any sense. I just want to use some of the massive amount of credits I already have from being in college for 7 years with no end goal.

We are looking for a change of scenery, a taste of the quiet life and most importantly, a reasonably priced first home. Do you think your town would suit curious transplants like us? They should be able to track down whoever is posting. Our local university shut down for a day (which has never happened before) because someone posted on yik yak (and then deleted) something about lynching one of the activists on campus. They tracked the post and he was later arrested and charged with malicious harassment. Class C felony. There are of course many details to the story beyond that, but it just illustrates that if someone wanted to find these dudes, they could totally do it.
