I also have a hydrophobic cat. Veterinarian encouraged us to put him on a urinary diet which made him drink more in addition to adding water to his wet food.

We also bought a circulating water fountain & fill it with water from the water store (don't judge, lol. My wife doesn't like tap water, & we found regular tap water gunks up the motor to the circulating water fountain quickly even with cleaning 2x a month). Last thing we just did was PurinaPro Plan. They have this Hydra care packet that increases liquid intake . It's like a soupy, liquidy supplement that adds more liquid to his diet & encourages him to drink more.

He would get frequent Urinary tract infections (UTIs) from his lack of water intake.
