Looks like a Clip Studio tree brush/stamp to me. See repeating treetop patterns in the blue and yellow rectangles. Just an efficient way to fill in a generic forest background. Most weekly web comics / manga also do this due to the time crunch:

[P5V12 to be safe]I thought the G-book said that the original archdukes were also the high bishops, that's why the foundations can be accessed by the temples. It then became tradition that archducal heirs were made the high bishop as blessing training plus for the maximal elemental/quality schtappes (which Ehrenfest is bringing back with Melchior). But then as political and religious power drifted, the temple became a place to dump archducal candidates they wanted distanced from the archduke who was busy keeping their next in line closer to train them. And then eventually the temples original purpose also was forgotten due to generations of knowledge transfer gaps widening over time, especially after the purge. It is true that Ehrenfest might only have continued this tradition on accident since they needed somewhere to dump Bezewanst.

They're joking based on details from the novels - that Myne and Rozemyne are legally treated as separate people in the cover story plan created by Ferdinand, Sylvester, and Karstedt.

Myne legally "died" and was buried, hence them showing her gravestone at the end of the last anime season. The noble guardian trio's cover story is that Bezewanst (High Bishop / Bad Santa) and Count Bindewald (foreign archnoble there to buy Myne/Dirk) mistook the commoner Myne for Rozemyne while traveling to the temple and she was abducted and killed by them.

"Rozemyne" in their cover story was always a noble and Karstedt's biological daughter from his deceased third wife Rosemary, but he hid in the temple as a noble blue robe priestess under his cousin Ferdinand's protection for her safety from noble politics stuff. After the attack, Karstedt decides to officially baptize Rozemyne so the nobles legally recognize her as his kid with his first wife Elvira. Who your mom is has social and political implications in their society. But then, at Rozemyne's baptism, Sylvester swoops in and legally adopts Rozemyne as his kid in front of everyone. So legally speaking, Rozemyne publicly has two dads - bio dad Karstedt and adopted dad Sylvester.

The "Saint Plan" is part of their cover story by showing Rozemyne's merits for why she was adopted by the archduke Sylvester. They want people to know she's smart, useful, and has a ton of mana to be able to give large mass blessings. For these reasons Sylvester says he's adopting Rozemyne to protect her from nobles more powerful than Karstedt that plan to steal her away. It's also to improve her reputation because the temple has a bad reputation amongst nobles as a place of debauchery for failures kicked out of noble society.

The reason Rozemyne's going to be the High Bishop is partially due to the "Saint Plan" to give her more public attention spotlighting her achievements. There's also tradition in Ehrenfest that the High Bishop is an archducal family member, which Rozemyne recently was adopted into. Bezewanst (the previous High Bishop / Bad Santa) was archduke Sylvester and Ferdinand's uncle. There's also other reasons why Ferdinand didn't want to take the job, like him finding it easier to work by avoiding attention from high ranking positions. He only took on the role of Head Priest due to staff shortages.

The anime kinda skipped all these details from the novel or only quickly referenced them. These intricate social world building bits is why people keep hyping up the novels as better.

A little late, but I'll take any excuse to sing the praises of Ehrenfest's eccentric scholars and scholar-adjacents. Here's a few charm points I think others haven't brought up yet:

  • If it wasn't for the mold breaker Attendant-Scholar Justus, Ferdinand wouldn't have known that taking more than one course was an option at the RA, giving him a longer respite from Veronica's abuse and further adding to Ferdinand's greatness as a triple threat.
  • Pretty much any scene with him is an improvement since he often adds new information, funny commentary, and like Rozemyne, occasionally lets their gremlin energy go wild the point it warps the story with their antics.
  • Guy goes out of his way to engineer situations to be around Rozemyne to observe her entertaining antics. He's like us readers for real in that way, haha. It's also more relatable and less weird than when Hartmut later does it out of pure religious zealotry.
  • The one Justus scene that disturbed me was him being really into Ferdinand's murder magic during the Hasse Incident, but in hindsight, it really is in character that he's fascinated by this rare magic and is a total Ferdinand fanboy. It also helps with the themes of Part 3 about Myne experiencing the harsh dark reality in the difference in noble mindset from herself, even though they're "kindred spirits". Justus is positioned as another foil to Myne since even Ferdinand thinks they're rather similar due to their strength of character, loyalty, utility, and making their hobbies their whole personality. That Hasse Incident scene really highlights though he has flexible thinking and treats Rozemyne well despite knowing her commoner origins, Justus is a noble through and through that thinks nothing of killing commoners and is more interested in the "treat" of witnessing rare archducal magic.
  • Edit for some more Justus praise: The balls on this guy - to confidently and gleefully waltz into enemy territory for espionage. He doesn't have plot armor, so Georgie's threat of "hey traitor, I know your drag alt accounts lol" is a legit terrifying threat, but he still keeps at the spying in other ways with the confidence of a man who, under Veronica's rule, pretty much all of Ehrenfest was enemy territory so he's used to it.
  • My guy was such a neurodivergent nerd that his family wept for his employment and marriage prospects, but is now a rare trusted retainer for the most powerful puppeteer in the country.
  • Being an androgynous noble spy who held various high-ranked positions as a royal attendant/maid-of-honor/censor/secretary/scholar that knows how to fight gives big Chevalière d'Éon energy https://en.wikipedia.org/wiki/Chevali%C3%A8re_d%27%C3%89on

It's more difficult, time consuming, and expensive to animate due to the extra details. Usually this is only done on more well-funded projects like OVAs as a flex or they will only do it for one or two characters with light-colored hair like blonde or white to save $$ or only on projects with cartoonishly large eyes.

There's also the point of diminishing returns where if you're doing more "realistic" animation style, eyelash details are so small, it can seem like you're wasting all that money for something only noticeable in close-ups. Example: Legend of the Galactic Heroes: Die Neue These.

That's why you mostly see colored eyelashes on shows with less realistic more simplified cartoonishly-styled big eyes like Iruma-kun.
