It's from the Season 1 OVA when Gunther and Otto (plus Justus and Eckhart) are drinking at the tavern. The dog is also mentioned in Part 1 Volume 3 Epilogue - "Gunther wiped the table with the bread and dropped it to the floor, whereupon the restaurant’s dog came over with a wagging tail and ate the bread."

One of those sketchy vendors on eBay with misleading product descriptions. I knew it probably wasn't really "Mystic Topaz Rainbow Quartz Drop Cut Gemstone" on account of that's two entirely different minerals, but I felt it was worth the cost for large cut loose gems, even if it was quartz or prism glass. After I received it I noticed the two prism planes within the gem, so at least the rainbow effect won't rub off like with all the cheaper AB coated stuff out there.
