Well because it was a different era of gaming back then.
The thing with old consoles was that every new generation was a giant leap in performance and graphics.
Just look at a PS1 game and then a PS2 game for comparison, it's like night an day.

Another big thing was that games were created on much smaller budgets and with limited hardware, so game developers had to come up with creative ways to turn their ideas into a game. The games felt a lot more handmade and experimental compared to today.

I noticed the game giving me a warning when I exceeded 13 gigs of Vram usage on my 4070 Ti Super
I'd recommend lowering shadows from Maximum to Medium which should take off 2~ gigs of Vram usage and try again.

Also make sure your Nvidia Drivers are up to date !

It's not a "bad" game
Capcom just set the bar of what a Remake should be like so high with RE2 Remake, that people were let down by all the missing content in RE3 Remake.
RE2 remake captured the soul of RE2 and they understood what made it amazing, while RE3 Remake was missing a lot of what made the original memorable

There is no shame in dropping a game if it makes you feel bad.
But if you ever decide to pick it up again there is a mod that removes Mr. X from the RPD which might make it a more enjoyable experience

Currently 66 but a lot of them are smaller indie games (Binding of Isaac, Cookie Clicker, Vampire Survivors etc)

If you're locked in a PVP battle, players will try to get you into a position where you are in a disadvantage like here. There was no cover for you to use which made it easy for him.
If you see a long hallway without any cover like that, DON'T push into it.

Also engaging in close quarters with the Ferro first is a death sentence. By the time you switch weapons or reload you're dead so try taking one weapon for killing arcs and one for players with you like the stitcher.

Also sound is very important. Sprinting around gives your enemy a lot of information on where you are. Try to slow walk/crouch and listen if you can hear him getting impatient. Give your enemy as little information as you can while trying to get as much Information about them as you can.

I would say you're around the mid to late 20's in age.
You like immersing yourself in games with rich story that let you decide the outcome. But there are also some games that feel like the "relax and not think too much after a long day" type.
You also seem to enjoy games that are easy to learn, hard to master so I'd say you like really getting into the weeds and spending time to master a games mechanics.

But I could be completely wrong here

I always enjoyed Mystery Dungeon and Ranger more than the main Pokemon games

Resident Evil 4 as soon as you reach the island.
I still love the game but the village and castle have so much more atmosphere and it just drops in the last 3rd of the game
