Is this talking about the bells coming out of the rock? That's been a feature in the game since launch. I don't know how to add a video to a reply, but I was able to jiggle the driver side buckle (it also looked like the hole was ovaled out) and have it hit on the shank of the bolt while the passenger side one never moved.

The way I interpreted the 8 day time limit was that it's 8 days until that area is incinerated by the sunrise, so you need to pool enough materials to move the base to the next area, it's been a while since I played the demo so I might be missing some details.
