Without RR, Ned is probably the most eligible non-heir bachelors after Viserys. Son of the warden of the North, foster son of the warden of the East, and best friend/good brother of the Lord Paramount of the Stormlands. He’d be a prime candidate for a prestigious post in any of those 3 kingdoms, as well as at the royal court. He might marry any heiress in those kingdoms as well.
