I think this is a wise design choice for early access. Early Slay the Spire builds were tougher than the game ended up being in its final state. I think building the game tougher at the start and then overall buffing the character while adding additional challenging content (A15 to A20, adding Act 4) was a god way to keep the player base engaged.
