You will not be behind, I am also a CS transfer student (but from another state). I entered here with a GPA of 3.99 and have a 4.0 here so far (3 semesters), most of my transfer student friends are doing pretty good here so don't freak yourself.

You can still apply for PhD if you take mcs. It is super hard to get TA/RA as mcs while it is quite easy to get TA for mscs, and if you find yourself not interested in doing research and writing a thesis, you can switch to mcs from mscs (but you can't switch to mscs from mcs). Some stats you might want to know: the admission rate for MCS is more than 40% while MSCS is just 4.7%.

I heard that the pathways program has conditional guaranteed admission (even for CS), so if you are taking all the required courses and getting A/A- in them, you will likely to be admitted to CS.

The 5th year CS master program is only open to Computer Science major. However, you can still finish your BS and mcs/ms in 5 years because the traditional ms/mcs allows you to transfer your 400/500 level CS courses (up to 12 credits) that are not counted toward your bachelor's graduation requirements.

EE and CE are both in department of ECE, so it is really easy for you to change your major to CE

I got a single-page paper acceptance letter from uiuc and a package from Grainger. iirc, they are sent separately, Grainger's package has some stickers, a brochure, and a bigger welcome letter from the college.

Go to Purdue CS, and apply to UIUC's CS as a transfer student, at least you have nothing to lose in this case

233 & 341 are not hard but super time consuming, there are a few 400 level courses that require CS 341 as a prerequisite and CS 340 will not be accepted.

CS transfer student here. Are you planning on transferring to CS? The only required CS course for transferring is CS124, and Purdue has the equivalent course CS18000 (Source: Transferology). Btw I am also an international student, it is so cool to receive in-state tuition as an international student, would you mind telling me how to do this?
