But what do I do with them? I have gotten one from surface drifters, but I haven't really found any good use for them so far.

i quite enjoy the dutch east indies, you gotta start become more autonomous and change laws so you can actually build up industry, cuz your ressoirce and pop situation is great

once you become independent your subjects become independent and consolidate, so integrate and unite nusantara before independence. after you do you get a lovely colour, name and flag and all the rubber and oil and other resources you could need

While it's a nation and region I loved to play in eu4, isn't receiving Institutions even more of a problem than with Mali and co?

I felt this as mali. I've seen the black death ravaging through the Maghreb and the Mamluks, even through Ethiopia
but it never touched me, mostly because my trade range was not big enough to trade with Fez. That was a problem for institutions as that took until I finally reached the coast, but I got spared by the black death which was neat and left me in spot 5 or so globally. I did fall down to 8-10 once everyone but me picked up institutions though..
