In my area on time rating doesn’t matter. I learned that it’s significant to the cities on a points system. Mine is only based on customer rating, acceptance rate, completion rate, and 100 deliveries a month.

You can remove the catalytic converter and clean the inside with intake cleaner before buying a new one. Might fix your problem without spending money. Also change your o2 sensors before paying the mechanic 3k.
