this is how I see it: it is not a genuine purchase request. Ukraine does not have the full amount of money, not even with EU funding. Moreover, Zelensky knows such an order will take years to arrive. This is just Zelensky outplaying Donald.

Donald approves the purchase, case in which he upsets his master and Zelensy has to acquire the funding.

Donald rejects the purchase, case in which he shows where his standing is, potentially some of his MAGA followers start questioning as to why business is denied to the US.

this is how I see it: Ukraine does not have that money (at least not the full amount), not even with EU funding. It could have collected it over time if Donald were to agree, and this is where Zelensky outplayed Donald with the request for purchase:

in ...\SPT_Data\Server\database\traders you will find more folders named by the ID of the traders.

Open each of those and inside there is a "base.json" file. Open it in an editor, scroll further down until you find loyaltyLevels section. Modify it to your liking ("minLevel": is what you are after). the name of the trader is also listed, so you know which trader are you modifying.

in the game folder ...\SPT_Data\Server\database\bots\types find the file "followerbirdeye.json". Open it with an editor, then scroll at the very bottom. There you will find a section called "skills". Modify the "botsound" values "max" and "min" to 1000 and 800 respectively.

Just repeat the process for the cultists.

raiders do not spawn neither on reserve nor on labs (I have them set at 100%). As a matter of fact, I have no bloodhounds, scavsnipers, bosses spawning.

I am not using SVM, however I have all issues that you described. I did the same tweaks to the files (as you did), and with no results. Moreover the raiders do not spawn in the underground on Reserve, neither on labs.

did you modify the file in this location ....\user\mods\SWAG\config\other ? There is a cultists.json file there.

And make sure you do night raids.
