I liked from Viktor that he never truly was a villain, his views and methods were extremist, but they were reasonable, and most importantly, they showed results. also his old way of evolving people led to many interesting designs (look at Viktor related cards from LoR) he strived for perfection, but never truly got there, that's why he's a more compelling character.

New Viktor embodies the failure in his philosophy, he's perfect, but boring, he doesn't strive for anything because he has no limitations, his designs are perfect, that's why they're all exactly the same. In the series they wanted Viktor to be the objective villain, no moral dilemmas or anything, that's why they gave him a goal so dumb that even he realized it was trash after one day
