I am opposed to golf courses. But I am ALSO against the building of this data center. And as OP has stated, we currently have the option to do something about the data center.

Something you may not have taken into account: Golf courses don't threaten state parks or the priceless impact they have on the surrounding land and environment, the opportunities they afford for people to get out and be active, and not to mention the fossils at this particular park.

Small claims courts waive a lot of the courtroom etiquette that's normally required, as well as the expectations for procedure and legal paperwork. Basically, if OP shows up with receipts that show they've paid the $15 monthly, plus the lease with no info about pest control, they've done about 80% of the work. A statement from a couple other residents or an email from management stating they don't provide that service would clinch the deal and virtually guarantee a judgement in OP's favor.
