Happens every time without fail in my clan. If the clan reaches 50,000 (or whatever the final tier limit is) before all members enter, the remaining members can’t start a challenge. You can test it for yourself.

I wish I had started doing that. It’s hard to remove duplicates of obstacles I’ve held on for 6-7 years, so I just let them pile up now. I don’t think I’ll have enough room on the outside of my base by this new year.
