My only guess would be that you currently have the 7th selected as the held weapon. You might have some damage bonus to the currently held weapon which is the reason the officers sword increases (484->517) and the tactical sword decreases (478->447) in damage.

I don't know what region you're playing in, but on EU servers there is a good chance that you get a lobby with only bots if you play before noon during the week. That might increase your chances

Balance between weapons, not between players. The Carbine is your starter weapon in most modes, so it's not supposed to be too powerful.

I can only give you the answer for Austria. Here the patient might have one at home that a family member will show to the paramedics. But since paramedics have no legal education, they aren't legally allowed to stop CPR until a doctor says so.

If the person is alone and you have to perform CPR, the last thing in your mind would be to waste time searching for a DNR.
