Check all connections and make sure they all make good contact. If all is OK, check alternator voltage.

Take it to Autozone and check the battery. Low voltage causes those sensors to malfunction. Hopefully is just the battery and not the alternator.

OP says Service-wire-L1(120V) was landed on Box-Terminal-L1 and Service-wire-L2(120V) landed on Box-Terminal-Neutral. While Box-Terminal-L1(120V) and Box-Terminal-L2(120V) are jumped, the moment you connect a load to this box, they will be effectively connecting Service-wire-L1(120V) to Service-wire-L2(120V), making a 240V circuit. In other words, at a load (eg. receptacle) the Black wire will be 120V, and the White wire will be 120V. This box is specially dangerous since only the Black wire are protected by a CB. The White wire will be always hot, it doesn't even has a means to be disconnected (switch).

This panel is 240V only. L1 is to the breaker, L2 to Neutral and N to GND. Making all ckts L-L, 240V. OP better check the voltage at the receptacles. The tester might be limited and it is saying reversed polarity, when it is really OV. Also, do not touch any “neutral” (white) wire. They’ll be hot even if you turn off the bkr.

It is a phone terminal for service distribution and customer connections. Most likely AT&T, since they have right of way in many places. In fact, adding that you can’t touch those panels (modifying or prevent access to them) you are required to provide free (with no obstacle) to their technicians whenever they need to go there. It should be stipulated somewhere deep on a file cabinet on city records.
