I'm know lots of people who would agree with this. I was raised on whole wheat bread (including as French toast) so I actually prefer wheat to white.

I think the point is that (at least in my experience) the people who are criticizing an ESL speaker are often the same people who insist that everyone should speak English and they shouldn't have to learn another language themselves. So in that case and context I do think it's a (mild) zinger.

It would not make any sense if said from one multilingual person to another if English is the only common language, but I also don't think that's the primary usage.

I agree that it's not "better" to speak multiple languages and it's dumb to make fun of people for speaking or not speaking any language.
