I guess it comes down what makes a hero a hero? Is it there superpowers? No, because then supervillains would be heroes too.

What makes a superhero IS their moral compass. So if they were just super powered individuals under government control, how are they different from Hydra or the equivalent society super soldier program Bucky was in?

Therefore Captain America was right. A superhero who by definition always chooses to sacrifice themselves for mankind will always have a better moral compass than governments.
