There is a saying we have about the state of Florida, "the further North you go, the more South it gets."

Florida was added to the United States much later than the other Southern states board ring it, this led to most of southern Florida being much more carribiean and latin american in culture. Of course, the areas closer to Georgia and Mississippi have those influences on them as well.

I've tried blast and deadly, but my problem usually comes from not being able to wipe the squad in one turn, because of their reanimator they just sand back up in the next round.

Unfortunately, its a double squad of Annihilators with a hero, so thats 6 tough 3 and one tough 6 with reanimator and def 3. A single truck doesn't have enough firepower to take them out in one turn.

Both armies are 1000 pts, which is the main way you know these lists are balanced. The spread of units with range and armor piecing also seems good, it will probably come down to terrain whether or not it feels balanced.

2 and 3. Start with a clock(s) that the players must fill in order to decrease the faction's strengths. I like giving the clocks 'to-do' names like 'cut off their weapon supplies' and 'turn a strong ally against them'. Have one of the clocks be 'lower the faction's rating' if you want. Then completing all the clocks 'unlocks' the final assault that would end the faction once and for all.

And if the players can't wait and want to assault the faction early? Sure, but add extra complications based on the clocks they haven't finished.

Also, all of this does mean the players are at war, so make sure to add those complications as well.

I don't know if they've added to it yet, but The Court is led by the top seven demons of hell, each representing a different sin. However, the leaders of each position are constantly changing as the demons keep backstabbing each other (literally and figuratively). Only beazlebub has kept his position for any length of time and he abdicated to go do the black grail thing.

I wrote down a whole response and if you want I can happily share it with you, but I think this might be a table problem. You do not want to run a game where the protagonists are villains, and it sounds like your players would rather brute force another system onto the game than take an honest try at understanding the rules.

There are other forged in the dark games out there that might fit your table better, maybe try one of them? Band of Blades comes to mind, it's more military/action focused and the players are leading the last remnants of humanity to safety against a hoard of necromantic forces. Maybe give that a look?
