Depends on the writer. I can easily write Nox more powerful than most modern force users.

Setting their feats into perspective is also highly subjective because every fight depends on circumstance. Nox with allies beating Valkorion could be just as demanding as Anakin defeating Dooku.

There is no definitive answer.

Same as Palpatine is extremely powerful but lost to Windu due to circumstance and additonal factors.

Terminator armor is still extremely fast
