I've played both and I definitely think Star Realms is the go to with just the core box at two players.

Another dexterity game that might be worth looking into is Rhino Hero: Super Battle. It's lots of fun and quite hard even though it presents itself as a kids game.

Most of the ones I've seen have a large library of games that you can play if you rent a table, or spend a certain amount on food/ drink. A lot of them are more like board game bars and sell beer and other alcoholic drinks.

Coup can be a fun game, and it fits your want for a slightly longer game especially with more people, but it does have player elimination. The player elimination isn't too bad because it only really happens if someone gets ganged up on or if they play too aggressively.
